Park Rules


Admission is free and the park is open to the public 24 hours a day. 


No person driving, operating any vehicle, shall use any other than the regularly designated paved or improved park roads or parking areas. All persons shall comply with any lawful order, signal, or direction by a law enforcement officer or park employee.  All persons shall obey carefully all traffic signs indicating speed, direction, caution, stopping, or parking, and all other signs posted for proper control and to safeguard life and property.


Any motorcycle, scooter, moped, bicycle, or similar vehicle is prohibited on boardwalks, docks, nature trails and sidewalks, as are skateboards and rollerblades.


No driver or operator of any vehicle shall obstruct traffic, or park or stop on any road or parking area except at places so designated or in case of an emergency beyond his control. If so caused to stop or park for more than fifteen (15) minutes, the operator shall report such fact to a law enforcement officer or park employee. At places so designated, a vehicle may be stopped for a period of no more than fifteen (15) minutes in order for the occupants to load or unload their belongings. Any unauthorized vehicle left in the parking lot over 48 hours will be towed away at the owner’s expense. Authorization for extended parking may be arranged in advance for a finite number of days by contacting the Park Manager.


No person shall willfully mark, deface, or injure in any way, or displace, remove, or tamper with, any park building, facilities or park property.


While using the park, it is the responsibility of all visitors to conduct their activities in such a manner so as to prevent injury or loss of life to any person, and to prevent damage to the real and personal property of the Authority and park visitors.


The docks and ramps must be kept clear of all equipment or gear. Use of the boat ramps and mooring space shall not unreasonably exclude others who want to use the facility. Boat passengers must remain in the park area while their vessel is moored at the temporary docking facility. In the event a boat is disabled, it must be removed within 24 hours after notifying Park staff. Overnight docking is prohibited.


No person shall carry, transport or cause to be transported any glassware, bottles, or any other potentially dangerous or sharp objects onto any beach, pier, dock or into any bathing, wading, or swimming area.


No person shall set up tents, shacks or any other temporary shelters, or any special vehicle to be used, or that could be used for such purpose; such as a house-trailer, camper-trailer, or the like, for the purpose of overnight camping, except with prior written consent of the consent of the Executive Director.


No person shall engage in games or practice for same except in the areas specifically designated and set aside for such recreational use, nor shall any person engage in games or practice for same in any manner so as to interfere with others’ use of the park.


Dogs are allowed in the park on leashes up to 6 feet and pet owners are responsible for picking up after their pets. Any other domestic animal found in the park is subject to impoundment. PLEASE NOTE! ANIMALS ARE NOT ALLOWED AT THE SOCCER FIELDS.


No person shall at any time discharge anywhere in the park, any air rifle, air gun, toy cannon, slingshot, bow and arrow, or any toy or instrument that discharges projectiles either by air, elastic, or explosive substance, or any other force other than water (example: water-pistols will be allowed in the park so long as they do not interfere with others’ use of the park).


No person will deposit or drop or place any refuse including bottles, broken glass, ashes, paper, boxes, cans, dirt, waste, garbage, tobacco products, or any other debris, liquids, wastewater, or trash upon the ground, or in or on park property, except in the receptacles provided for the appropriate disposal.


No person, group or organization shall bet or wager money on any outcome of a game, contest or event of any kind that would constitute a risk in hopes to gain a chance at money or other stakes that would constitute illegal gambling as specifically addressed in Chapter 849, F.S.


No intoxicated person or individual under the influence of alcohol will be permitted entry into the park areas and if discovered therein will be subject to immediate expulsion. Any person or persons associated with any group or special event shall be held responsible for those individuals who are disorderly.


No person entering or being upon the park shall make excessive noise of any kind within the limits of any park area. The Park Manager and the Lake County Sheriff’s Officer shall determine if noise within the park is excessive.


No person, organization, or firm other than the AUTHORITY or regularly licensed concessionaires acting by and under the control of the AUTHORITY, will expose or offer for sale, rent, or trade, any article or item, or station or place any stand, cart or vehicle for the transportation, sale or display of any article or merchandise (i.e. ice cream trucks, snack food vendors, equipment rentals, etc.) within the limits of the park area except by written permit from the AUTHORITY.  No person shall erect, maintain, use or occupy on or in any beach or bathing area any enclosed tent, shelter or structure of any kind. Boats, personal water craft, sailboards, any similar vehicles or craft are prohibited from the swimming area, and from any area which contains vegetation extending above the surface of any water body within or adjacent to the park.


Fishing is allowed within the park from the fishing piers and marina slips only. It is the responsibility of anyone using fishing tackle to ensure that the safety of other park visitors is not jeopardized. Anglers must obey all signs regulating fishing and all regulations promulgated by the Florida Game and Fresh Water Fish Commission.


No person shall molest, harm, frighten, kill, etc., any wildlife creature, be it mammal, aquatic life, bird, reptile, or amphibian roaming free about the park or in captivity.


No person shall picnic or cook in any area not specifically designed and designated for such use. Any cooker or barbecue grill brought into the park must be placed in a location designated by the Park Staff.


The pavilion is available by reservation only. The permittee utilizing the facility shall be responsible for cleaning up all trash and placing it in the appropriate containers. All tables and floors will be wiped clean. Any additional cleaning necessary to bring the facility to its pre-use condition will be charged at the appropriate rate on an hourly basis to the permittee. Decorations shall not be put up inside or outside the pavilion without the prior approval of the Park Manager, and must be completely removed (including fastening devices) upon completion of the reservation. Under no circumstances is anyone to remove chairs, tables or any other equipment from the pavilion. Control of lights, fans or other equipment, and the locking and unlocking of doors are the responsibility of the Park Manager or park staff, who will be informed prior to the event of the special or particular needs of the group holding the permit.


  • Alcoholic beverages will be permitted only after approval from the Lake County Water Authority, and subject to the conditions in this section.
  • Alcoholic beverages will not be permitted in the park and are to remain within the limits of the reserved portion of the pavilion.
  • If serving beer or wine, a $250 additional refundable security deposit is required if renting any section of the pavilion.
  • If serving liquor, a $500 additional refundable security deposit is required if renting any section of the pavilion.
  • A Certificate of Liability Insurance must be provided for host liquor liability. The Lake County Water Authority must be listed as additional insured, Hickory Point is only a location. The information is as follows:

  • Beer, wine or liquor must stop being served at least a ½ hour prior to the reservation end time. All use of alcoholic beverages shall be in accordance with local ordinances and the state beverage laws. These policies are subject to change.

No person or persons or representatives of any political party, religious sect, musical group, office aspirant, theatrical or circus group or other public exhibition, shall hold or attempt to hold any meeting, any parade or drill in the park if it interferes with other peoples’ use of the park. No public address or electrical amplification will be permitted unless prior written authorization is obtained from the Executive Director.


The Lake County Water Authority, its officials, agents, and employees, are not responsible and will not be held liable for loss or damage to personal property or accidents, personal injury, or death that occurs by the negligence of others during the use of the facility. Any accident or injury must be reported to the Park Manager or the offices of the Authority in writing within twenty-four (24) hours. No person will loiter in or around any restroom, dressing room or bathhouse. No person shall engage in any activity other than those prescribed in certain areas set aside for such purposes, for example: in areas set aside for fishing, activities such as boating and swimming will be prohibited. No person shall dress or undress except in such bathhouses or structures as may be provided for that purpose. Dressing or undressing in any vehicle, toilet, restroom, on the beach, or in any park area except as provided above is strictly prohibited. Properly enclosed recreation vehicles are exempt from this provision. No person shall behave or dress in an immoral manner, or violate accepted community standards, or use profane language. Such conduct shall subject the violator to immediate expulsion from the park.


Any person who commits the offense of violating any of the provisions of these Rules and Regulations shall be immediately expelled from the park. The AUTHORITY may pursue legal action to recover compensation for damages. Should any individual hinder the enjoyment of the park by others or require an inordinate amount of supervision by park attendants, the Authority’s Board of Trustees retains the right to exclude that individual from the park either permanently or for a specified period of time.


All rules and regulations and permits contained in this document are enforceable by all deputized law enforcement officers.


Written permission must be obtained from the AUTHORITY for photographers using special settings, structures, lighting or apparatus, casts or professional models.


The Executive Director shall have the authority to amend or waive these rules and regulations if it is determined to be in the best interest of the AUTHORITY and/or HICKORY POINT RECREATIONAL FACILITY, and to implement operational procedures to carry out the Park’s Rules and Fee system.
